Dr. Dalphine A. Joppy, Superintendent of Charles City County Public Schools, has been named Region I Superintendent of the Year by the Virginia Association of School Superintendents (VASS). This prestigious award recognizes Dr. Joppy’s leadership and dedication to empowering leaders, supporting teacher development, and advocating for and acquiring resources to improve student outcomes. In addition, Dr. Joppy is an advocate for small and rural school divisions and supports educational initiatives statewide.
I am truly humbled to be recognized by my colleagues in region 1, Joppy said. I am honored to serve the students, families, teachers and staff of Charles City County Public Schools. I continue to appreciate and celebrate the dedication and HEART work of our CCPS community at large. We remain committed to providing educational excellence to all students.
Dr. Joppy has a background in professional and organizational development and has supported strategic planning and action teams. As superintendent, she facilitated the development of the 2024-2029 Strategic Plan that promotes providing all students with diverse learning experiences, multiple career pathways, and real-world exposure. Regarding strategic planning efforts she stated, “the highlight of this experience was meeting with multiple student groups to get their input and insight.”
Dr. Joppy actively seeks out grant opportunities to support teaching and learning efforts and she believes in engaging the village to support students. She holds in high regard the support that comes from dedicated community organizations such as the Charles City Educational Foundation, the Ruthville/Charles City Alumni Association, and faith-based communities in Charles City and beyond.
Joppy serves as chairperson for Region 1 and, consequently, serves on the VASS board of directors. She previously served as the Region’s secretary/treasurer.
I am absolutely thrilled that Superintendent Joppy has been selected as the Region 1 Superintendent of the Year, said Yolanda Brown – Superintendent, Petersburg City Public Schools. As a first year Superintendent and newcomer to the Commonwealth, I quickly noticed her strong leadership and unyielding commitment to positively impacting not only the students and families of Charles City, but her willingness to support all students within our region. She has served as a great resource and thought partner and is a true champion for our region. I congratulate Dr. Joppy on this well-deserved honor.
Dr. Joppy holds positions and serves on several boards and committees, such as the Advisory Board for the Educational Leadership and Administration program at The George Washington University, the School-University Resource Network (SURN) Superintendents Advisory Board, the Virginia State University College of Education Dean’s Advisory Board, Mothers and Autism Meetup, and the Garden of Hope Community Development Corporation.
She is currently in her 29th year in public education and has served in various leadership roles. She was named Superintendent of Charles City County Public Schools in 2020. The Virginia Department of Education’s Region I is made up of 15 school divisions, including the Virginia Department of Juvenile Justice.
